For the wings, try Feather Stitch , outlining each
area with back stitch.

For the head & tail, try Laid Work with Cross Bars. For the eye and each
circle, try padded satin. For the areas around each circle, try stem
(outline) stitch. For lines between segments, try couching, feet in stem
stitch.
